Question Regarding Main Streets

Running into an interesting issue with historic Main Streets in Utah.  Most older communities have a zero-front setback to create a street wall that is more pedestrian-friendly. I am seeing pushback in some communities from Public Works and utility companies that they have nowhere to place their lines and boxes.
