Running into an interesting issue with historic Main Streets in Utah. Most older communities have a zero-front setback to create a street wall that is more pedestrian-friendly. I am seeing pushback in some communities from Public Works and utility companies that they have nowhere to place their lines and boxes. They oppose being under the sidewalk or in the park strip.
