Maybe this is overly pessimistic, but my experience has been that it has not really mattered what the code enforcement language has been in the jurisdictions I have worked in; what has truly mattered is the political will to enforce Constitutional code language.
The best suggestion I have regarding the implementation of code and its enforcement is to abundantly elicit communication between the jurisdiction's residents and their elected and appointed representatives and staff. The jurisdiction needs to determine the community's (Constitutionally) balanced rights between a property and its neighbors and whether the jurisdiction has the political will to enforce the proposed code -- the code is only as good as a jurisdiction's will to Constitutionally enforce it.
