If this had been a freestanding sign, or an artificial extension of the building constructed simply for the purpose of more signage, I think the town wins. I am reaching out about HB406. Spanish Fork has operated with the practice of requiring developers to provide a cash deposit when they want a certificate of occupancy before landscaping or other improvements are finished. The deposit is released once the required improvements are finished. HB406 seems to erode our ability to require such a deposit for private landscaping.
