Request for Proposals September 9, 2019 Transferable Development Rights Spanish Fork City recently completed a vision plan for an area known as The River Bottoms. The plan was created to identify the community’s land use vision for this area which is in Spanish Fork City’s Annexation Policy but is mostly still in unincorporated Utah County.

The plan describes multiple land use scenarios that utilize Transferable Development Rights (TDRs) to accomplish particular visions. Spanish Fork City is now soliciting proposals from qualified consultants to further investigate the prospect of creating a TDR program. Candidates with experience in public outreach, land use planning, TDR programs and market analysis are preferred. Proposals should include the following: Cover Letter. A letter signed by an authorized representative officially offering the services of the firm. Experience. A description of relevant experience of all involved staff, examples of finished projects may also be submitted. Process. A detailed description of the proposed process that would be followed to perform the following tasks: 1. Evaluate the potential viability of a TDR program. The evaluation should consider successful implementation of TDR programs in other markets, potential barriers, possible changes in fiscal impacts, density, market trends, how property values and transfer rights are appraised, how rights are transferred, changes to land uses from transferred development rights and how TDRs could ultimately affect key stakeholders. 2. Create a TDR plan for Spanish Fork with a focus on The River Bottoms. This plan will identify possible receiving and sending zones within Spanish Fork. 3. Prepare the program for implementation by Spanish Fork City. This section should identify how the key stakeholders will be identified and involved in the process. This section should also identify which representatives of the selected firms will be working on different tasks and what their proportional involvement is anticipated to be. This section should also identify any tasks the candidate firm expects the City to perform and any resources it expects the City to employ in completion of the project. Expense. Identification of the cost to perform each of the tasks described above as the project process. A specific fee for each task should be identified as the City may opt to only perform some of the tasks. Work Product. A detailed description of the scope of the proposed work product including a proposed timeline for the completion of the work. Proposals will be submitted to Spanish Fork City via BidSync. Questions about the submittal process can be directed to Kimberly Brenneman at kbrenneman@PROTECTED. Proposals will be limited to four 8.5” by 11” pages plus sample work products. Proposals will be accepted until September 27, 2019 at 4:00 PM. A presubmission meeting will be held on September 16, 2019 at 3:30 PM in the Spanish Fork City Office Building. Attendance in the presubmission meeting is not mandatory. Arrangements will be made upon request for potential respondents to participate remotely. Outside the presubmission meeting, any questions about the project should be submitted via BidSync, questions submitted via BidSync will be answered by City staff.
