ASSISTANT PLANNER
GENERAL PURPOSE
Performs a variety of working level professional, technical, administrative and clerical duties relating to zoning, code compliance and planning functions.
REPORTING RELATIONSHIPS
Supervision Received: The Assistant Planner works under the general supervision of the Planning Director.
Supervision Exercised: N/A
ESSENTIAL FUNCTIONS
Acts as a first contact for the public on current planning issues; provides the public with interpretation of local zoning code rules and regulations.
Processes development permit applications including, but not limited to applications for sign permits, home occupations, bed and breakfasts and conditional use permits; Processes variances and rezoning applications; reviews for zoning compliance, business licenses, site plans and subdivision plans; Monitors development review process and ensures compliance with all state and city procedural requirements including public notices and scheduling; Tracks projects and applications.
Assists in performing long- and short-range planning efforts; Provides current and advanced planning and staff assistance to the Planning and Zoning Department as requested; Performs research on planning topics; Writes brief reports and memos on planning topics and development applications.
Provides planning and administrative staff assistance to the Planning Commission and the Appeals Authority; transcribesand retains minutes and maintains other required records as needed or assigned.
Coordinates the zoning compliance and enforcement functions for the City; investigates possible zoning code violations and provides legal notice to offenders; conducts follow-up inspections to determine compliance with legal notice of violation until abatement or legal action.
Works with City prosecutor to address violations; Prepares legal documents for court presentation and testimonial.
Acts as Zoning Administrator for the City; interprets applicable Federal, State and City codes. Serves as Floodplain Manager and enforces FEMA standards and regulations.
Performs related duties as required or assigned.
MINIMUM QUALIFICATIONS
A. Education and Experience
1. A Bachelors Degree in a related field is required
AND
2. Three years of experience in the practical application of Planning, Zoning, Real Estate Development or Code Compliance.
OR
3. An equivalent combination of education and experience.
B. Required Knowledge, Skills and Abilities
1. Working knowledge of Planning principles, processing applications for compliance with zoning regulations, familiarity with GIS mapping, ability to read and interpret site plans and construction plans.
2. Ability to communicate well both orally and in writing; ability to maintain effective working relationships with other employees and the public.
3. Working knowledge of office procedures; Working knowledge of local government operations; Working knowledge of Windows Operating System, Google Applications and Microsoft Office experience; Working knowledge of GIS applications.
C. Special Qualifications (Licenses, Certifications, etc.)
It is preferred that candidates have the following certifications
1. Zoning Administrator Certification with ICC (International Code Council
2. Code Enforcement Certification with ICC (International Code Council
3. Floodplain Manager Certification with FEMA (Federal Emergency Management Agency)
Must have ability to maintain annual certifications through continuing education.
Candidates who do not possess all these certifications will be required to obtain them within 2 years of employment.
Upon employment, must possess a valid Utah driver's license.
D. Work Environment and Physical Demands
The Planning Assistant normally works in a safe, climate-controlled environment. Tasks may occasionally entail muscular strain, including walking, standing, stooping, sitting, reaching and lifting. Talking, hearing and seeing are essential to performing job requirements. Common eye, hand and finger dexterity is required for most essential functions.
