POSITION:    PLANNER I OR II

GENERAL PURPOSE

Under the direct supervision of the City Planner and general supervision of the Community Development Director, performs specialized, complex and administrative duties requiring the exercise of independent judgement in land use planning, zoning enforcement, building permit processing and data management, among other duties.

ESSENTIAL JOB FUNCTIONS

Ø  Responds to and assists the general public, realtors, contractors, developers, etc. in regards to city planning and zoning matters; 

Ø  Assists applicants in the processing of site plans, conditional use permits, subdivisions and rezoning applications;

Ø  Assists in the processing and issuance of building permits and business licenses;

Ø  Acts as a member of the City’s Technical Review Committee (TRC);

Ø  Regularly reviews applications for various land use applications;

Ø  Reviews and approves construction plans and drawings for compliance with city regulations;

Ø  Maintains records of various departmental development activities;

Ø  Prepares accurate, necessary and timely correspondence;

Ø  Assists in the General Plan updates as amendments occur;

Ø  Researches plats and records to determine ownership of property and compliance with city ordinances and policies;

Ø  Routinely participates in Planning Commission meetings, appeal hearings, City Council meetings, and other boards and committees as needed;

Ø  Provides information to elected and appointed officials (e.g. City Council, Planning Commission, Appeal Officers, Boards and Committees, etc.) as requested in matters relating to planning and development;

Ø  Coordinates development proposals with other City departments to inform or receive appropriate developmental standards;

Ø  Assists in maintenance and update of the city’s zoning ordinance, minutes and agendas for the website;

Ø  Signs off on zoning approval for building permit applications;

Ø  Receives citizen complaints regarding zoning violations and coordinates with code enforcement officers;

Ø  Answers and screens telephone calls and greets public at counter;

Ø  Perform other duties as assigned and required.

 

 

MINIMUM QUALIFICATIONS

 

PLANNER I

SALARY: (Grade 22) $19.59 - $24.46 per hour hiring range DOQ

1.         Education and Experience:

Ø  High school graduation plus Bachelor’s Degree in Urban Planning or Geography and 1-2 years’ experience as a planner, including GIS.

 

2.         Special Qualifications:

Ø  Must possess and maintain a valid Utah State driver’s license with periodic verifications by the City.

 

3.         Knowledge, Skills and Abilities:

Ø  Knowledge of principles and practices related to urban planning; knowledge of federal, state, and local laws, regulations, standards, and ordinances related to planning, zoning and urban development;

Ø  Knowledge of local government structure and operations;

Ø  Knowledge of legal procedures associated with municipal property management and development;  

Ø  Public relations skills;

Ø  Presentation, writing and verbal communication skills;

Ø  Ability to read blue prints, understand metes and bounds, plat descriptions, and other related information;

Ø  Ability to establish and maintain effective working relationships with the business community, citizens, elected officials, employees, developers, financiers, and other government agencies;

Ø  Ability to work in a fast paced, stressful environment.

 

 

PLANNER II

SALARY: (Grade 24) $23.08 - $28.85 per hour hiring range DOQ

1.         Education and Experience:

Ø  Bachelor’s Degree in Urban Planning, Geography, Architecture, Civil Engineering, Public Administration and/or planning related courses; plus 3-5 years of full time progressively responsible experience in city planning, community development, economic development, or any combination of education and experience providing the required knowledge, skills and abilities.

Ø  Graduate degree in urban planning or closely related field, specialized applicable skills and/or certifications may substitute for one year of experience.

Ø  Must be proficient in the operation of computers and software including word processing using Microsoft Word or WordPerfect/Windows, GIS programs, Excel, and other related programs.

 

2.         Special Qualifications:

Ø  Must possess and maintain a valid Utah State driver’s license with periodic verifications by the City.

 

3.         Knowledge, Skills and Abilities:

Ø  Considerable knowledge of state land use laws (LUDMA), city ordinance regulations, policies and procedures to provide public information needs at the counter and on the phone;

Ø  Knowledge of community development practices and zoning enforcement;

Ø  Knowledge of federal, state, and local laws, regulations, standards, and ordinances related to planning, zoning and urban development;

Ø  Knowledge of local government structure and operations;

Ø  Knowledge of legal procedures associated with municipal property management and development; 

Ø  Principles of Public relations;

Ø  Presentation, writing and verbal communication skills;

Ø  Ability to read blue prints, understand metes and bounds, plat descriptions, and other related information;

Ø  Basic knowledge of Geographic Information Systems (Arc/Info) and ability to operate geographic information system for property identification for mailing of notification purposes and planning related issues;

Ø  Ability to establish and maintain effective working relationships with the business community, citizens, elected officials, employees, developers, financiers, and other government agencies;

Ø  Ability to work in a fast paced, stressful environment.

 

4.         Working Conditions:  Employee(s) in this position perform in generally comfortable conditions involving intermittent sitting, standing, walking, stooping, and reaching. Talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving. Periodic local travel required in course of performing portions of job functions.  Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position.
