Under minimal supervision performs complex professional planning work to include conducting planning studies, collecting and presenting data, and preparing reports in support of Salt Lake County’s urban and regional planning, development, and zoning activities.

MINIMUM QUALIFICATIONS

Bachelor’s Degree from an accredited college or university in Urban Planning, Landscape Architecture, or closely related field, plus (4) years of related experience; OR an equivalent combination of related education and experience.

Must possess a valid Utah Driver’s License at the time of hire.

ESSENTIAL FUNCTIONS

·         Mentors other planners to resolve complex zoning, regulation, and procedural issues.

·         Analyzes complex situations and formulate solutions that are within the compliance to ordinance and policy.

·         Identifies issues and recommends adjustments in division processes and policies to support achievement of division goals and objectives.

·         Applies knowledge and expertise or specialization in a focus area(s) such as sensitive lands ordinances, subdivision regulations, economic development, General Plan development, FCOZ, or similar specialty.

·         Leads Planning Commissions, City/Metro Councils, and other similar Governing Boards collaborative teams when needed to solve complex deficiencies or violations of regulations.

·         Writes, or assists in writing, a variety of ordinances and regulations relating to development controls; monitors the Zoning and Subdivision Ordinances, making recommendations for updates or amendments.

·         Conducts reviews of large-scale or complex development applications including plats, permits, site plans, variance requests, and rezoning requests.

·         Conducts research regarding property histories, previous regulatory actions, and applicable conditions of approval affecting land use.

·         Prepares special studies or plans to solve issues relating to long-range planning, general plans, and land use development and/or regional planning.

·         Collects and evaluates data, plans, maps, charts, ordinances, including written reports and visual aids, as they pertain to future development within the County.

·         Creates and presents reports (including technical analysis and recommendations) to public and elected officials, citizens’ groups, and individuals to address multi-faceted issues of concern.

·         Collaborates with planning commissions and metro township councils to develop strategies to promote economic and community development or efficient land use consistent with community goals.

·         Works in regional program areas relating to natural/water resources planning, community development, hazard mitigation, zone management, and others.

·         Conducts field inspections to gather data, identify site constraints, and formulate plans of action relevant to the development projects that require approvals from multiple agencies.

·         Conducts pre-application meetings in which complex issues are addressed and resolution strategies developed for subdivision, conditional or permitted use, storm water, or other applications as required.

·         Conducts and/or attends commission/board field trips and pre-hearing meetings.

·         Presents application proposals and staff recommendations to the commissions/boards at public meetings; responds to questions from the commissions/boards, citizens, applicants, and others in attendance.

·         Reviews and approves, denies, or remands to the Planning Commission or other appropriate commission/board applications submitted for permitted use review.    

·         Interprets and applies applicable State, County, and local codes, ordinances, and regulations.

 

Salary: $50,184 + depending on experience
