Some may remember our colleague Krishna Shrivastava. 

He is currently working in India and sent this request:

 

 

Fellow Planners in Utah,

 

It has been a pleasure knowing you, some of you more than others.

 

I am currently in India, and have been requested by the Director, Project Implementation Office of the State of Madhya Pradesh to enlighten him on the "Sole Source Procurement Process". He is desirous of developing the policy, guidelines, process and evaluation criteria initially for his agency, and, subsequently have it adopted by other State Government entities for Planning, Architectural, Engineering, Construction and Material procurement.

 

I will be personally obliged if you could share relevant Laws, Rules and Regulations, and Administrative Documents at the State, County, and Municipal Level. He and I would like to analyze the information and tailor it to the local environment.

 

Post retirement I am doing this as a pro-bono service to the State I initially hail from and have dubbed the effort "REFORM BHOPAL". If you recall Bhopal is the city where the Union Carbide Methyl-Isocyanate Plant exploded in the early 1980s - perhaps one of the largest man-made industrial disaster.
