Community Development Specialist

The Housing and Community Development Division at the Utah Department of Workforce Services is looking for a skilled and motivated individual to fill a Community Development Specialist position.

JOB DESCRIPTION: The Community Development Specialist provides services to rural communities across the State of Utah through developing tools, guides and other resources and providing technical assistance, training and research. Community Development Specialists work on multiple projects simultaneously, requiring consultants to manage, build relationships, and produce products at the same time. Projects include studies of macro-issues facing rural communities and planning and management best practices.
 
This position includes a unique responsibility involving review of large-scale grant and loan applications and acting as a liaison for more complex applicants seeking funding from the Community Development Office (CDO). These responsibilities require basic understanding of the energy and extractive industries in Utah (particularly coal and oil), and familiarity with funding sources available for major infrastructure projects from the State of Utah and federal government. It requires the ability to work on tight timelines, coordinate meetings with multiple agencies, and review complex funding applications. You must be able to disagree without being disagreeable, balance a delicate and complex political landscape, and coalescing perspectives from multiple State departments, applicants, and community leaders. Preference may be given to applicants with a Master’s Degree in Public Administration, Planning, Finance, Geographic Information Systems, Political Science, Rural Sociology, or related, GISP certification.
