Good afternoon,
North Ogden City has a legacy business (vehicle repair) that has outgrown its current site and is dealing with parking issues. They would like to revise their Site Plan and add parking, but the only practical area on their site encroaches
into a required front yard setback along Washington Boulevard. The parking setback has been consistently applied to dozens of businesses over the years, so removing that requirement for this business would be a visual impact and change the nature of the corridor.
The applicant applied to amend the Ordinance, and the Council opted not to approve it. The Council asked staff to consider other zoning changes (spot zoning essentially) that would allow this long-standing business to stay in the city and
improve their operations.
My Planner friends and colleagues. I am asking what entitlement provisions or ideas do you have that allow singular businesses (or businesses within specific categories) to have unique zoning rules around parking, site landscaping, circulation,
etc.? I am looking for a creative solution that will avoid a singular spot zone entitlement for this business.
Any ideas, anecdotes, or support would be helpful!
