I am not aware of a local definition, but I came across a definition of an artisan or maker space. It refers to a place where artisans, craftsmen, and small-scale manufacturers can work together in a communal or individual setting. The activities carried out in these spaces are such that they produce minimal noise, fumes, or any other disturbance that is typically associated with industrial or manufacturing uses.

This has become an issue due to the maker movement, and some people are calling these spaces "cowork spaces." Another definition I found… A cowork space is a facilitated environment that includes workspaces and facilities and is used by a recognized membership who share the site to interact and collaborate with each other as part of a community. The rules for membership and participation in the cowork space are explicit, transparent, and available to the public. Fabrication tools available in these spaces are limited to those that do not generate noise or pollutants beyond what is customary in a typical office environment.

It may not fit your requirements, but I hope it is a starting point.

One jurisdiction that has dealt with Maker Space in the past is the City of Truckee, California.

We are considering a planned district ordinance that would include maker space as a use.  Does anyone have a good definition of maker space?  We are trying to differentiate between industrial uses that would be more appropriate to an industrial zone and small scale maker space that can be incorporated into a mixed use district that includes residential, commercial, and other less intensive uses.  Thanks.
