Bonds for private property aren't allowed via State Law, sorry.  A couple of years ago the Legislature tossed that in to State Law.  Pretty awkward for getting the improvements we want as planners.
 
You might try fines?

As an alternative to requiring single-family lots be landscaped prior to certificate of occupancy, has anyone used landscaping bonds?

 

If so, do you use a flat amount or customize the bond calc to the scope of the approved landscaping plan?
