I've done three drafts for Heber, Millcreek, and Ogden.  None adopted yet.  All three want to retain their concept plan but that has to be optional for the developer to choose to get a concept review for the so-called easy subs.  You can retain your concept plan requirement for all other types of subs.
 
Check the League website for Subdivisions Resources - it has everything you need to know....
