Beekeeping regulations

Hello,
Our Mayor and City Council are interested in having some
regulations with regards to beekeeping. How far away hives need to be from property lines, how many hives people can have etc. If anyone has any suggestions what types of regulations are most effective or any other pitfalls we would like to avoid pleast let
me know. Thanks!
