Transfer of Development Rights

Hello fellow planners,

 

I am looking for any information regarding the use of Transfer of Development Rights in Utah. Nibley is considering this as a tool to maintain open space for areas outside of a specific development. Any ordinances or experiences with TDRs that might be applicable would be much appreciated. Thanks!
