Functioning HOA

Hi everyone,
Cache County has multiple instances of HOA's that provide public type services, such as long term road maintenance, to varying degrees of success.  Our experience is that after a time, many of the HOA's and owners of privately maintained roadways seek the county's assistance in maintaining the roadway, or request that the county take over the private roadway all together.

I will be reviewing HOA's with our Council and would like to broaden my perspective on the potential of HOA's in general. 

I am looking for examples of HOA's that continue to function successfully.  Do you know of such an HOA and how it succeeded?

Conversely, do you have specific examples of HOA's that have failed and how?

If you have examples of success or failure, I'd love to hear from you.  Thanks in advance for you input!
