John,The Utah Community Development Office has recently been researching dark sky matters including how to do a preliminary dark sk assessment and also looking into example lighting code. We've come across several examples of code that are specific to signage - though billboards haven't been mentioned specifically. John - Here’s a good article on the subject from my archive. http://archive.sltrib.com/article.php?id=5133034&itype=CMSIDLooks like several Utah towns, mostly smaller resort type communities, have done something along these lines, though I’m not sure how billboards are addressed (they are always a whole different animal, as you know).
