Question 1)  How many Utah Cities have reversion clauses in their zone change ordinances? 

 

Question 2)  Is it legal... to require a site plan/concept plan and make them adhere to it and put a time limit such as two to five years to apply for the project or revert back to the previous zoning.  This would allow cities to better manage water and sewer capacity and provide the opportunity to limit the situation where non conforming or older projects might not have to adhere to current codes or standards.
