Ephraim City is a growing community that is the economic and commercial hub of Sanpete County in Central Utah. Ephraim is located a little
over an hour south-southeast of Provo, with a population of over 7,000 people and growing. Ephraim is home to Snow College, a junior college with roughly 5,000 enrolled students. Snow College just recently added several new 4-year programs, and Ephraim City
expects to see continued growth of the city and surrounding area for the foreseeable future as the College continues to grow. Nestled at the base of the Wasatch Plateau Mountains, one can enjoy many miles of mountain ATV and hiking/biking trails, located just
minutes from downtown Ephraim City. The Planning and Zoning Administrator will assist the Community Development office in its efforts to provide exceptional customer service for current projects, permitting, zoning, and long range planning. Applicant may underfill
as a Planner I or II DOQ.

ESSENTIAL JOB FUNCTIONS
Works with the
public to accept and process applications related to zoning and planning functions, including commercial, industrial and single family and multi-family residential site plans; subdivision plats; conditional use permits, rezones, annexations, and other related
work. Accept and process business license applications in accordance with applicable laws. Interpret and administer city ordinances and state law. Update city ordinances as necessary to ensure compliance with state laws and current best practices. Provide
staff support to various boards, including Planning Commission, Main Street Beautification Committee, Historical Committee, City Council, Appeal Authority, and others as necessary. Staff support will include posting agendas, providing staff recommendations
and presentations, preparing packets, and gathering information for the boards to consider. Gather and analyze planning information and formulate recommendations related to ordinance amendments. Assist in the updating and implementation of the City's general
plan. Advise and confer with the public, builders, developers, attorneys, business owners, engineers, architects, and business license applicants regarding City development and zoning and business policies, standards, and guidelines. Interpret land use and
business license regulations and review development proposals and other requests for conformance with the appropriate regulations. Prepare staff reports and graphic displays and make recommendations on development proposals. Make presentations to the planning
and zoning commission, city council, and other committees. Investigate public complaints, determine infractions and initiate corrective action for zoning violations. Take phone calls and inquiries from the public and provide assistance to walk-in customers.
Perform field inspections of projects for compliance with approved development plans. Gather field data, including GPS data collection, and create reports and GIS maps. Assist Community Development Director in economic development efforts. Perform other duties
as assigned and required.
Desired Knowledge, Skills and Abilities :
Knowledge of
principles and practices, including knowledge of federal, state, and local laws, regulations, standards, and ordinances related to planning, zoning and urban development and business license administration. Knowledge of local government structure and operations.
Knowledge of legal procedures associated with municipal property management and development. Ability to provide excellent customer service to the public. Ability to communicate clearly and concisely, both orally and in writing, to individuals and groups, including
in public meeting settings. Ability to read blueprints, understand metes and bounds and plat descriptions, and other related information. Ability to establish and maintain effective working relationships with the business community, citizens, elected officials,
employees, developers, financiers, and other government agencies. Ability to work in a fast paced, stressful environment. Ability to help problem solve and address problems or complaints of the customers in a courteous and timely manner. Knowledge and experience
with mapping, GIS software, GPS data collection, Caselle Software, Microsoft Office, Google Earth, Adobe Acrobat and photo editing software, and some AutoCAD experience is a plus.
SPECIAL QUALIFICATIONS:
Must
possess and maintain a valid Utah Class D driver's license with periodic verification by the City.
PREFERRED MINIMUM QUALIFICATIONS:

Planner

Bachelor's Degree in urban planning, geography, architecture, public
administration, engineering, or related field; plus, one to two (1-2) years of experience in city planning, community development, economic development, or any combination of education and experience providing the required knowledge, skills and abilities.

Planner II
Bachelor's Degree in urban planning, geography, architecture, public administration,
engineering, or closely related field; plus, three (3) years or more of progressively responsible experience in city planning, community development, economic development, or any combination of education and experience providing the required knowledge, skills
and abilities. Graduate degree in urban planning or closely related field may substitute for one year of experience.

Zoning Administrator
Bachelor's Degree in urban planning, geography, architecture, public administration, engineering, or closely related field; plus, five (5) years or
more of progressively responsible experience in city planning, community development, economic development, or any combination of education and experience providing the required knowledge, skills and abilities. Graduate degree in urban planning or closely
related field may substitute for one year of experience.
Working Conditions:
Generally comfortable conditions. Intermittent sitting, standing, and travel to various city locations. Considerable exposure to stress as a result of human behavior, frequent deadlines, and the general demands of the position
