Land Use 2020:  Covid, Race, and Economic Stress.

Wednesday, October 21, 2020 – 10 a.m.- noon

What are the immediate and long-term effects of the triple whammy that 2020 has brought?  What will land use regulation look like two years from now?  What trends have accelerated and which ones have bit the dust?  How will we cope with a rash of evictions on the top of our current housing shortages? With new residents from both coasts coming to Utah to avoid higher taxes in California or other problems on both coasts, what should we brace ourselves for next?  How can our land use policies and procedures be refined to provide more equity, opportunity, and predictability for Utah residents?  Nicole Cottle, Moderator - Keynote Speaker Mike Kingsella, Executive Director  Up for Growth - Washington DC

Bargaining for Development.

Wednesday, October 28, 2020 – 10 a.m.

Negotiating development and annexation agreements, planning for strategic zone changes, and anticipating referenda will be discussed.  In today’s political climate, how does a project succeed?  What are the new roles of the City Council, the developer, and the neighbors today?  Recent case law and potential changes to the statute at the 2021 Legislature will be discussed along with specific examples of how the permitting process can result in a win-win outcome.  Jodi Hoffman, Moderator.

Cities, Counties, and Development – the Politics of Annexation.

Wednesday, November 4, 2020 – 10 a.m.

In the wake of recent dust-ups over annexation our panel will discuss what the current law allows cities and towns to do in preparing for growth beyond the current city limits.  How should local governments work with each other on these issues?  Does the current law provide the proper framework for resolving concerns as they arise?  What legislation is pending to address these issues?  Brent Bateman, Moderator.

The End of Single-Family Zoning?  Land Use Regulation in the 20’s.

Thursday, November 12, 2020 – 10 a.m.

Single-family zoning is now a national campaign issue.  The concerns about adequate and affordable housing have escalated.  Municipalities struggle to find new ways to deal with public involvement in making decisions or challenging them.  How are successful cities coping with these and other compelling issues in 2020?  Are there better ways to handle land use approvals such as conditional use permits?  Join us for a conversation on Utah Zoning in the 20’s.  Wilf Sommerkorn, Moderator

Ethics and Professionalism Session – For Lawyers and for AICP Planners

Wednesday, November 18, 2020 – 10 a.m.

In these fractured and unpredictable times, what should land use professionals be most aware of when attempting to act ethically and professionally, both with other professionals, with elected officials, and with the public?  Gary Crane, Moderator.
