Physical Addresses

Duchesne County issues a physical address for existing or new primary or secondary dwelling units that have been permitted and have appropriate utility connections.  However, our unwritten internal policy is to not issue a physical address for dwellings that were placed on property long ago with no evidence of a building permit and no evidence of an approved wastewater disposal system.  Assigning a physical address to an illegal living situation tends to perpetuate the violation as the occupants can then get a mailing address, license their vehicles there, obtain insurance, etc...

Are other counties doing the same or do you issue an address regardless of the legality of the premises to help with 911 response?
