Quantifying the "Implementability" of Planning Efforts

General question here:
Has anyone on this listserv found agencies/grants/other who are making efforts to track and quantify which planning efforts result in the most 'doing'?

It seems to be this interestingly (understandable) fuzzy side of our planning work that it's taken for granted that some of our big ideas that have "magic to stir men's blood" won't be implemented.  But I'm curious if anyone knows of efforts afoot to look closely at planning grant recipients / different plans and link plan or community elements w/ rate of post-plan execution / implementation.

Hit me with your thoughts and brilliant insights.  I'm ready.
