Planning and the Black Community Division

Planning for Environmental Justice and Healthy Communities

Speakers: Tiffany Eng, Carolina Martinez, Michelle Hasson, Carlton Eley

NOTE: this webcast already has more people registered for it than the system can accommodate, so please remember that this will be recorded and made available for anyone to view shortly after the webcast concludes.

Low-income communities and communities of color tend to be more exposed to impacts from harmful land use activities that can affect human health.  To address land use decision making, California Senate Bill 1000 – the “Planning for Healthy Communities Act” (2016) – now requires certain local jurisdictions to adopt environmental justice goals and policies into their General Plans. For this webinar, environmental justice and land use experts will explain the intent and history behind the new law, and they will discuss how and why communities can integrate environmental justice into local planning efforts.  Discussants will also introduce case studies on two different Environmental Justice (EJ) General Plan Elements from the cities of National City and Jurupa Valley based in California.  Lastly, the panel will provide an introduction to the SB 1000 Implementation Toolkit.  Created in partnership by the California Environmental Justice Alliance and Place Works Inc., the toolkit lifts up effective environmental justice planning methods and resources for practitioners.  Learn: (1) How the environmental justice planning process informs the development of general plans; (2) About best practices and lessons learned from cities that added ‘Environmental Justice Elements’ to their general plans; and (3) How state environmental justice policy can further social equity goals. Join the Planning and the Black Community Division of the American Planning Association; the Planning Webcast Series Consortium; and the U.S. Environmental Protection Agency's Office of Environmental Justice for a conversation about environmental justice and planning. Confirmed speakers for this webinar include Tiffany Eng of the California Environmental Justice Alliance; Carolina Martínez of the Environmental Health Coalition; and Michele Hasson of the Center for Community Action and Environmental Justice. The conversation will be moderated by Carlton Eley, U.S. EPA Office of Environmental Justice.

Northern New England Chapter

Big House, Little House, Back House...ADU?

Speaker: Ben Frost

Accessory Dwelling Units are in the news! Though hardly a new idea to planners and builders alike, ADUs are developing a new following as their popularity increases and a new market for them has formed. Baby boomers are trying to find a place for their own aging parents to live (before they themselves need such a place too) and millennials are seeking a place they can afford that's close to where they work. What are the practical implications for planners as they seek to adjust their local zoning ordinances to accommodate this demand? Learn from the experience of New Hampshire, which recently adopted legislation requiring municipalities to allow ADUs. Ben Frost, AICP was one of the principal authors of this legislation. As legal counsel at New Hampshire Housing, Ben is an advocate for practical, flexible housing policy.

·         March 9

Transportation Planning Division

Land Use, Mobility and Technology in Urban America

Speaker: Gabe Klein

Cities at different stages of development all grapple with managing the traditional challenges of housing, transportation, infrastructure financing, and environmental sustainability. These complexities are further compounded by rapidly changing modes of operation, new and disruptive technologies and changing expectations and demands from citizens and business. What innovations are taking place in cities these days, and how can government, business and non-profit leaders utilize this wave of change to shape a quality of life that is improved and not compromised? How can they work together vs. at cross purposes? Gabe will discuss the larger macro trends in society, address process innovation and governance, and talk about how city leaders are re-organizing their urban systems to be synergistic vs. at odds with one another and the cities goals. High return public-private partnerships, active transportation, and enhanced public space projects all play a role in the ideal city of the future.
