Date: August 15th 2008

Please join us for the tenth annual Utah Land Use Institute - Tuesday
October 14, 2008. The institute will be for only one day this year but
will be packed with vital information for everyone in the land use arena.

Our keynoter will be the new presidential professor at the University of
Utah College of Architecture+Planning, Arthur C. (Chris) Nelson, a
commentator of national renown, who will provide a forecast of the next
thirty years of Utah development and urbanization and some options for
coping with such dramatic changes. Joining Dr. Nelson will be Frank Gray,
Ralph Becker's Community Development Director (and also a nationally
recognized planner)and Kelly Matthews, the Chief Economist for Wells Fargo
Bank. Frank will discuss Salt Lake's approach to the immediate future and
Kelly, both the energy crisis and the housing disaster - how and when we
can expect to make progress in solving them.

Prominent planners and lawyers will also discuss recent case law, including
the BAM exactions case, the landmark streambed and private roads opinions,
civil rights in land use actions, the awarding of attorneys fees against
Salt Lake County in a development dispute and if federal civil rights
actions can now be brought in local planning and eminent domain litigation.

Also featured will be land use ethics, analysis of specific geologic
hazards ordinances, and innovative methods to administer land use
applications and appeals.
